The most commonly available Tamarisk (common name) is Tamarix ramosissima
which generally gets 10-15 feet tall but you could keep it pruned to a
desired height.   All of the Tamarix species are shrubs or small trees. 
Tamarisk is very hardy (to Zone 2) and grows well in a variety of
situations (in nature it grows along streambanks like willows, yet it's
surprisingly drought-tolerant).  Besides growing out as a specimen shrub,
I have seen it used in some formal public gardens in perennial beds where
it's cut down nearly to the ground every fall the way some people do
Buddleias.  Everything I read says something to the effect of, "It's
amazing this shrub isn't used more often than it is," but I've never
read/heard anything about why it's not.

BTW, the RHS Index lists Tamarix aphylla as a Zone 8 tree getting up to
10 meters tall, so you may want it to be the more common species.  ;-)
