My guess is that it's earwigs that are munching your Midwest Rudbeckia.
Are the holes in the center of the leaves? Never see any pests in the
light of day?
That's how mine are, but I have SOOOOOOOOOOOOOOOOOOOOO many rudbeckia, a
munched leaf here or there isn't going to make much difference.
