The Bruce Peninsula is a bit of a red herring here. While nominally a 4, it
receive a whomping great load of snow cover that tends to arrive early and
then stay for the entire winter. This provides decent protection for all
manner of tender plants that refuse to grow in "real" zone 4 gardens. ;-)
One of the best plants couple in Ontario live up in the Bruce and Joerg's
plant collection is a delightful blend of the improbable and impossible.  

Patrick Lima is also up in the Bruce and his small, protected garden would
also receive the same protection (if that's the garden writer you're
referring to). 

As with many of these marginal plants - drainage and siting is likely more
critical than zone labelling. :-)
