Hi Bill,
I think the trick with woody plants is to take tip cuttings while the
stem is still soft and pliable and not yet woody.
This last week I broke off a piece of a caryopteris, picked it up and and
put it in a vase in the kitchen window.  Noticed last night that it has
roots now 2" long.
Two weeks ago I broke off some other pieces but they were already woody,
stuck them in the same vase and not one rooted. 
The same held true earlier this year for some Korean chysanthemum
clippings.
