After many trials and tribulations, I've discovered that best is
a good, deep edging. That is, take an edging tool and dig a
clean sharp vertical cut a good 10" from the border. Then at
the border, cut an angled slice to meet the bottom of the
vertical cut. Like this:

except that they meet, which I couldn't do with ascii art. In
the spring, pull or Preen the grasses already in the bed.
Neaten & sharpen up the edging in spring and mid-summer.
As long as you mow before any seedheads are formed, grass should
not be able to enter the beds.
