These two are difficult to tell apart.  R. hirta is lacking a pappus,
but has a elongated, acute styles.  R. fulgida has a pappus and a short
crown with short, blunt style branches. 

So in other words, not much.  Look at the style (the part of the flower
between ovary and the stigma (that sticky part)) and see how long they
are...

For what it's worth, R. fulgida is considered rare around here too,
but R. hirta is everywhere.
