new seedlings

I have a whole bunch of plants in my garden that (according to the
powers that be) are supposed to reseed. I still don't know when these
new seedlings are supposed to make their presence known. My poppies
have returned after dying back earlier, but I don't see any signs of
new poppy seedlings. Among others that are supposed to reseed are
foxgloves, columbine, campanula, baloon flower, etc, etc. Will these
seeds appear in the spring?
The reason for my concern is that I usually dig around a bit at this
time of the year to loosen up the soil but I'm afraid to do this lest
I disturb some little ones snoozing and about to put in an appearance.
What to do, what to do! Dare I dig?
