Lots of sympathy for your water problem and perhaps a little help.
We garden in Cornwall, UK, one of the wettest areas in the UK. Thanks to a
water authority as efficient as a chocolate fireguard, water restrictions
are the norm, not the exception.
Yes, you can use water from washing dishes, bathing, showering; the
soap/detergent doesn't seem to harm the plants, though I'm not sure about
the water from dishwashers - we're too poor to know!
We have, in the past, stored bathwater in water butts for use later - it's
great to know you can grab a can of water for that favourite plant, but it's
also a good idea not to get downwind of the butt ( waterbutt I mean, I
forgot we're one nation divided by a common language ) - but perhaps you're
cleaner than us.......
One happy spinoff is that the soapy water helps keep down aphids and
suchlike.
