The country club might not be using city water - they may have their
own wells. Many years ago when we had water restrictions is was
basically because the city couldn't fill the water towers fast
enough. People would squawk about the college watering their
grounds but didn't understand that they were using water from
their own wells. However, if your city gets its water from an
aquifer and *that* level has dropped, then they sure should have
been enforcing their restrictions.
