     I think its because Japanese Anemones like moist well drained soil at 
     their roots.  The buds do seem to be there for a while before they 
     open, but four weeks seems a lot.
     
     If the drought means that there's not much you can do, don't panic, 
     these are pretty sturdy plants, they recover well.  I transplanted 
     them at the wrong time of year with little help, stood on some of mine 
     & dragged heavy filled pots over them (all accidental) and forced them 
     to compete with my rhubarb for light & this year, they have given a 
     spectacular display.  (sorry to rub it in).
     
     maybe some water directly to the roots would help.

Does anyone know why my flower buds are not opening? I have what I think is 
called "honorine Jobert" with many buds for probably four weeks and they 
haven't shown any signs of opening.
     
Of course, we are victims of the drought.
