That portion IS called the heal and normally does help in some plants
(you were right Don). I am unfamiliar with the balloon flower habits
but thought I would offer a suggestion that I learned in working with
a scented pelargonium sport I had last year. I was told to leave a
portion of the sporting stem/branch to grow on the original plant so
if the first cuttings that I took didn't make it, there would still
be that portion growing and usually this would have sent out side
shoots from the leaf nodes after the end had been cut off to root. I
was able to take 3 or 4 cuttings and still leave a substantial amount
on the original plant. That seemed to be good advice to me.
