Barb,
you'll find that despite the mulch, you could end up with reseeding. Seeds
have a way of finding an opening in the nicks and crannies of the mulch. I
heavily mulch my garden and I still will have the volunteers from certain
plants.
If you really want seedlings from a favorite plant, you could gather the
seeds yourself and sow them indoors or wait until spring and sow them in
place in the garden. From experience, those plants which are truly happy
in their environment will self-sow with no help from you. Those we are
forcing to grow in our garden may live, but their progeny will come
reluctantly.
