Really?  I find that interesting since I am in zone 4 USDA and have no
particular trouble with either lavender or Russian sage here in southern
Ontario.  What they will not tolerate though is really damp ground in early
spring.  That's not to say that a couple of inches of mulch wouldn't help
against the cold but I don't always use it.
