Lavenders and Russian Sage (Perovskia) do very well in my garden here in the
pacific NW where the cold is not a problem but soggy soil certainly can be.
I grow mine on a sloping bank under a huge Douglas Fir tree that has been
limbed up about 30 ft.  The tree canopy & roots keep this bank very dry.
Flourishing companion plants are Artemesia 'Powis Castle', Gaura
lindheimerii, several different Dianthuses with silvery blue leaves,
Artemesia schimidtiana 'Silver Mound', Sedum 'Autumn Joy', Ballota nigra,
Verbascum chauxii and several ornamental grasses.  These plants are
bountiful bloomers with foliage that is handsome in its own right.
