eradicating vines/roundup

I read somewhere that the active ingredient in Roundup works mainly by
photosynthesis-- so if you spray it on the leaves, rather than cutting
the leaves off first, you get the best killing action. Anyone know if
this is correct information?

Roundup works by being absorbed by the leaves much like the spray on
fertilizers.  It then travels into the roots where it eliminates the plants
ability to take up water and nutrients.

It also works better in water in which the pH is acid rather than neutral
so a splash of vinegar in the water when mixing increases the
effectiveness.

It is neutralized by contact by soil so if it gets onto something it
shouldn't have drenching with muddy water immediately will help neutralize
it I have been told.  I have no experience with doing this but am passing
it on as being worth a try if it happens.
