Kathy,
The Bermuda runner has a pointed tip which can penetrate landscape fabric
(experience speaking). You probably need to at least double the landscape
fabric to be safe. Also make sure it goes under the outside edge of the
bed and up the outside several inches. This prevents it from creeping
between the wooden (or whatever) frame and the landscape fabric. If you
have moles or gophers I would also recommend placing hardware cloth under
the landscape fabric.
For ornamental beds there are herbicides that can be used to control
Bermuda which don't kill selected ornamentals. The only one I can think of
right at the moment is Ortho Grass-B-Gon. Read the label carefully to see
if it is listed for your plants. Do not use on food crops that will bear
fruit within one year.
Some success has been reported with watering well & covering the area with
clear plastic now to encourage the grass to begin to grow. When it is
growing good, lift the plastic and spray with Roundup. Replace plastic
and wait about two weeks watering as needed and spray remaining grass
again. This will reduce the Bermuda considerably. Then the raised beds
with landscape fabric underneath probably will do the trick.
