The advantages with the paper towels and the petrii dish is two fold for me.
I Save space and I get faster germination, this is needful when I have to use
the fridge.
Small seed does not work to well. They should be surface sown and some glass
or plastic put over the tops of the pots-If you use plastic-you need to remove
it before the seedlings grow into it. Some plastics can be toxic to young
plants. But what happens most of the time to kill seedlings when the grow into
the plastic is that the leaves stick to the plastic when there is a fine layer
of water and when the sun is out or they are under bright light, the leaves
are 'cooked'
