Maria,
I am in central MD, too. I believe the 'official' last frost date is May 10,
but I always just use Mother's Day, and that's been pretty safe.
Don't know the answer to your cyclamen question, but for the primrose, you
can probably put it out as soon as your ground thaws. I did that with one I
got for a gift last year, and it worked OK (meaning that the plant lived!).
