I wouldn't start them inside, at least not right now.  I decided one year that
it would be a good idea to start an entire packet of foxglove seeds.  Needless
to say, I was begging all my friends to take seedlings within a few months,
but I eventually realized that starting biennials in early spring doesn't
really offer any advantages.  They are still going to have to go through
another winter before they bloom, so you might as well wait and sow them
outside in May or June and use that precious indoor space to start other
things.

If you really want to start foxgloves and really want to have them bloom this
summer, you will need to sow "Foxy" as an interim.  They're okay, but not
nearly as cool as the biennials.
