(dumb) Question

This may be a dumb question but I bet there are other people who
wonder the same thing:
If a plant is rated to zone 7, does that mean it does best in zones
higher than zone 7 or lower than zone 7? Can someone explain how the
hardiness ratings work? I've been a gardener a long long time and
I've yet to get a clear answer to how this all works.
