how to use zone info

 It's my understanding that they are good UP to and including the zone
listed but that is a bit iffy too when I think of the Pacific Wet Coast
being in zone 8 and I see some areas on the east coast that I believe get a
lot hotter also listed as zone 8.  I'd be interested in everyone elses
answers too.  I believe the Western Gardener has a much better breakdown of
the zones for the Pacific North West -- it really shows a lot of
differences - ie coastal, inland, mountain all very different.
