There is a charming story of this exactly in "An Island Garden" by Celia Thaxter and her absolute consternation about how to keep the birds from doing this.
Her solution: (before peat pots) was to start them in EGG SHELLS and then plant them out!

Kate, I used to wonder what happened to my Sweet Peas when I sowed them
directly into the soil at pea planting time. Then I saw the birds pulling
them out as they sprouted (all kinds of peas and beans too!) So I start
mine in peat pots in the GH and then plant them outside when the sprouts are
about 3" tall. The birds have lost interest in them by time they get that
tall. You don't need a GH, a sunny windowsill will do.

Hi gardeners:
I've tried raising sweetpeas but have never had great success. Do they need
special soil? I know they like the cooler weather. My sister has had great
sweetpeas and I only live a few miles from her. I wonder what I'm doing
wrong? Perhaps not enough water? Just purchased some blue colors as I'm
into blue colors in the garden this year. I'm determined to keep trying
until I succeed. The sun gets pretty hot here on the Mountain were we live
and not much shade. Any suggests would be greatly appreciated.
