Another lurker with my two cents worth.
1. In my experience the dwarfer cultivars (e.g. 'Hidcote') tend to do better
in colder climates than the standards, maybe because they tend to stay under
the snow.
2. When I lived in town I never fussed with mulch or anything, and the
lavender plants I had came through surprisingly well, with minimal die back.
Living out in the country, though, I'm being a bit more cautious, and I did
give all my lavenders a good mulch, except for one as a test. Good thing
too, since it was -24C (don't know the Farenheit, sorry!) here this morning
with a minimal amount of snow cover. (But it's a dry cold, ha ha.)
