You need to tell her to check out the extension office near her for the latest on growing in her area. There are articles on nearly every type of plant available.
I think your sister in law should look at Daffodils in Florida, a field guide to the coastal south by Linda and Sara Beck. They have researched all the old daffodils and newer varieties to see which do grow and bloom in Florida.
