I have ordered for many years from
VanBorgandien (sp?) BUT HAVE ONLY BEEN
SATISIFED WITH THE BULBS.  When I
ordered perennials, I was very unsuccessful in
getting them to break dormancy or "snap out of
it."  I have been gardening seriously for 7 years,
so I was not a complete novice at the time,
either.  I would imagine a canna tuber would
"ship" well, too, like bulbs, and you'd be safe. 
Size, I can't comment on.  I feel like if I pay
less I usually get smaller, but that's the choice I
make at the time.
