I lived in Esher, Surrey for two years and believe that area was comparable to
our US Zone 8.
However, "zone" here usually refers only to cold-hardiness. British summers
are much cooler than those in the States and you will find many plants that
will survive your winters beautifully, but may need hotter temperatures to
perform well in the summer. On the other hand, we have to watch out for plants
here that melt out in our hot summers.
There is a new zone guide for the US, put out by Sunset. It deals with both
cold-hardiness and heat tolerance. You might want to look at that to judge
what plants will do well for you. You can probably get it at or through the
RHS shop in Wisley.
Another approach to take is to consider what grows well in the Pacific
Northwest, which is the closest climate to England's.
Sure do miss the UK!
