When I worked at the Morton Arboretum, we tried using bars of soap hung
on the branches through pre-drilled holes.  Needless to say, most of
the trees looked rather goofy with their unusual "fruit!"  Unfortunately,
it didn't seem very effective.

A friend of mind who teaches horticulture up at the College of Lake County
swears by human hair.  Most of his specimens are protected by old nylons
filled with hair given to him by the local barber shop.
