usda zones


I have a question about the usda zone designations, specifically their use
in describing the 'highest' zone that a plant grows well in.  Such as
describing a plant as being hardy in zones 4-8.  I noticed that the White
Flower Farm catalog has started giving different 'upper' zones for the west
where we have mild winters and summers (ie. z4-8/9west).

Does this mean that people have been using the usda cold zones to attempt
to describe summer conditions?  I had previously assumed that these were
plants that required a winter chill, which here in zone 9 we have a hard
time providing.
