Popagation mat

Hi all,
I am in need of a new soil warmer to use in sowing of seeds and rooting of cuttings.  It has been years since I last purchased one.  What devises are being used out there and how do you like them.  I have searched my catalogues and found soil heating cables, electric Mylar sheets to propagation mats. The prices range from $16 to $100+.
