For most bulbs and daffodils in particular, freezing of the foliage won't do a
great deal of hard, although it exposes them to possible disease and rot later
in the season. But as long as the flower bud is still underground, most of
them should still bloom and fully recover for next year. Many will even put
out new foliage. Most bulbous plants have a strong desire to live no matter
what we or mother nature does to them.
A much wouldn't hurt if you know you're going to have really cold temperatures
coming. If you're going to have snow, the snow will help insulate in place of
or in addition to the mulch.
