Hello Duncan,
I had a similar problem border with a 6 foot fence with minimal topsoil. I
chose Eucalyptus archerii. I was advised that they do not want/need
good/improved soil. I have privacy, but they do not totally block the light
as would Leylandii. I do have to prune regularly though.
