Gayle,
Herbaceous peonies? The Klehms have always insisted that peonies
must not be transplanted during the growing season. It damages the fine
root hairs, which can delay flowering for several years. Klehm always
chose when (in autumn) to ship me their peonies, which were always
bare-root.
When you transplant, be sure you don't bury them too deeply or
you'll get foliage and no blooms. The eyes should be no more than 2"
below the surface of the soil; less in warm zones. The first winter, I
mulch them with wood chips and invert a basket over the mound. The
basket and wood chips are removed after the coldest part of the winter.
