This is my experience too. I had this hydrangea in my old garden where it
was supposed to climb on the garden shed wall. It certainly did not leap
it's third year (or fourth, or fifth.) This was in the area covered by the
automatic sprinklers - and rather moist, so the dry summers were not a
factor. Otherwise it is healthy and carefree vine - for very patient people.

So that's how long it'll take? I have it in a place where it gets sun
and shade, and it's been there for five years I'll warrant, and only
growing a little each year, and no flowers at all. But of course the
last few summers were quite dry...
