It occurs to me that some garden hose would be about the right size to slip
over the end of rebar. If you're like me, you've got an old one hanging in
the shed that could be cut up and put to this use. As for closing the top
so it doesn't slip down, fill it with mud. The ends of my tent poles were
full of last years dirt--packed solid. Had to put them together this year
making sure to use the same ones to go in the ground.
Just a thought.

Another thought: They actually make "caps" to fit over the ends of
rebar for use in the construction trades. Unfortunately, they seem
to be predominantly day-glow orange for high visibility.
