Does anyone know where to get garden phlox seed in bulk?

Has anyone started Phlox seed?

or:

Does it have to be stratified?


I realized after having been asked by a client,  that none of mine
germinated.  I went to many catalogs and there was none offered.  Coincidence?
I have seen it mentioned that many comon summer Phlox reseed.....yet none of
mine germinate?
