Paula,
Phlox paniculata from my understanding has to be stratified or chilled. I have
never purchased phlox seed but some must sprout since I always get a few
volunteers in the garden. One looked halfway decent and is a seedling from the
mildew resistant variety "David".
Germania Seed Co. list phlox on page 65 of their 1997 catalog and give some
tips on germination. This company has the best list of perennial seed for the
commercial grower.
