Well, here in England, the advice is to stop by the end of July! The
reason being any later and it will encourage new rather sappy growth,
that will end up being clobbered by early frosts. It helps to apply
some sulphate of Potash around roses both to encourage blooming and
again later in the season (in July/early August) to help ripen new
growth which will come through a hard winter better.
