Many bulbs will stand a lot of abuse, especially older sturdier cultivars that
have been bred for general gardening purposes. Probably bundling up your
foliage one year won't have much of an effect next year. But as a general
practice, year after year, I think there'd be a loss of vigor. We don't plant
these things to encourage less blooming, do we?
As for ripping them out of the ground, tossing them on the compost, storing in
airtight plastic, and then planting them and having them survive--well I've
heard similar stories from others. But it is almost a natural law that the
one time you do this and then COUNT on the bulbs to bloom the next year is the
time they won't survive this abuse.
