I'm in zone 4, and the hollyhocks started blooming about a week and a half
ago here.
I'm afraid I'm not going to be much help on what you could grow as a
background.  Zone 7 is a long way out of my experience.  Maybe one of the
hollies that like a warmish climate- the dark green leaves might do it, and
they'd look good all year round.  You don't have to grow the hollyhocks
right next to the background, just position them so that they'll stand out
against it.  Certainly up here hollyhocks require full sun to prosper.  You
might get away with less in your hotter climate, but I don't think 3-4 hours
of direct sun will be enough.
Peaches-n-dreams don't have any pink about them in my garden.  They are a
mix of yellow and pale orange tones.  They're pretty neutral in colour- the
yellow is the soft yellow found in some of the old roses, not the hard
chrome yellow in hybrid tea roses.  You ought to be able to find plenty of
flower colours that will not clash.
