Louise,
You can strike cuttings of either softwood in the Spring or
hardwood in late Summer or Fall. There is a book that was published in
England in '94 called The Complete Rose Book by John Mattock, Sean McCann,
Fred Witchell and Peter Wood that gives really clear and complete directions
as to how to do it. Should be available in the library. For me, the softwood
cuttings were much faster to root but the hardwood ones gave a stronger, more
reliable plant. Good Luck!
