Coincidently, I just borrowed "Beth Chatto's Gravel Garden" from the library
in which she discusses in detail how she converted a former compacted
parking area into a gravel garden. Her soil is horrible looking - sand,
stones and gravel 20 feet deep over clay, but was amended a bit with organic
material. Perfect for this purpose! Her scree beds are island beds of much
the same composition, but smaller to accommodate smaller plants which would
get lost amount the large gravel beds.
Look for the book - plenty of photos to drool over.
