Distorted Phlox Leaves

I have two phlox 'Prime Minister' growing in full sun, that I moved a few weeks ago. They have seemed to re-establish themselves without missing a beat, but now one of them has distorted foliage at the tips of the shoots. Only seem to effect the newest and smallest leaves. They are distorted and curled. I can't see any evidence of insects or insect damage. Does anyone recognize what might be going on? I have attached a scan of a shoot.
