Only seem to effect the newest and smallest leaves. They are distorted and
curled. I can't see any evidence of insects or insect damage. Does anyone

You don't say where you are located. That always helps and if these phloxes
are paniculata or any tall late blooming species they may be reacting to
transplanting.
In my garden one must watch for spider mites on phlox. These tiny mites are
hard to see. You don't notice damage until a lot of damage is done.
If the lower parts of your plants are healthy and if they are late summer to
fall blooming, you can cut off the tops. Phlox will sprout from the lower
leaf axils and make more but somewhat smaller blossom trusses.
Sometimes there is no apparent answer to a plant failure. You look around
and try a few things. Then you may have to conclude that that plant did not
like living with you.
