Although there are actually more perennial Digitalis species in cultivation
than biennial, we tend to think of Foxglove as biennial because the biennials
are showier and are more common. I can attest to that. During my recent
trip, I was thrilled to see the truly splendid common foxglove, Digitalis
purpurea, growing wild in the English countryside. (In France and England I
saw wild poppies, too -- imagine that -- poppies growing wild!) --Janis

Janis,

You posted some great information.  Obviously, Digitalis purpurea and poppies do not grow wild in North Carolina--I think perhaps the climate is too hot and dry here.

While visiting the North Carolina State Fair last year I picked up a little booklet titled, Wildflowers on North Carolina Roadsides published by the North Carolina Department of Transportation Roadside Environmental Unit.

This booklet has beautiful color pictures and describes each of the wildflowers.  I noticed it does not use the  biennial classification.  It describes the habit as perennial, perennial re seeds, annual or annual re seeds.
