Two things come to mind:
1. Are these two plants so close to the swimming pool that they're getting a
daily chlorine bath? That would account for weak growth; I suspect they'll
die eventually.
2. Some clematis bloom on old wood, some on new. If she knows the cultivars
she has, this can be checked. If not, I'd suggest she pass on pruning them
this year and see what happens. (OTOH, I grow about 25 different
clematis--LOVE this plant--and I never prune any of them, even the ones I'm
supposed to.)
