Phlox paniculata help

A friend asked me to find out why her phlox paniculata (multiple
varieties) never bloom. They are all in full sun throughout her yard,
good soil (everything around them bloom like mad) and seem healthy.
They have been in their respective spots for over 5 years and NONE have
bloomed. It's too early for them to be blooming now, but she'd really
like to have blooms this year! Could they be in need of fertilizer? If
so, what?
Can you help her (us?)
