Honeysuckle vine

Does anyone have experience with Dropmore Scarlet Honeysuckle?

I planted one a year ago. It looks healthy and is growing well but I don't
see any sign of flowers. It didn't flower last year either but I didn't
think anything of it as that was its first year. (Just for comparison, I
visited a public garden nearby two weeks ago and their Dropmore Scarlet had
open blooms.)

It's on the south side of my house and well mulched to keep it from drying
out. There was a lot of die back this spring but it was also the first
plant to start growing. There were leaves on it in April, which is unheard
around here.  

Am I missing something in its requirements or do I just have to be patient?
Does it take a few years to get established? Is the die back significant?
(All my books say it flowers on new wood. Are they wrong?)
