Japanese maple

In the past few years, I have grown several types of Japanese maples.

May I respectfully ask why, after 5 years, the tree is only a foot and a half 
tall?  Is it some variety of dwarf?  If not, I would respectfully suggest 
it's not living up to its full potential where it's currently at (in which 
case moving it might be a great idea!).
