I wonder if this plant could be Thalictrum, being the height of the 
chain-link fence? Mine grow taller than my split rail fence. Do the flowers 
look kind of like a fuzzy ball?  Do you see much more stem than foliage?  
Leaves look somewhat like a columbine leaf?  Check the flower photo at the
