Oh this is so funny!! From your posted article:

I went to my Botanical Gardens today (in the SAME STATE as the article is written in) and saw the road crews planting this along the roads on my way home.
Also, a few years ago I asked a horticulturalist at the Botanical Gardens about erosion control species, she reccommended Crown Vetch!!! I have about a 6x3 foot patch of it and it won't spread - I planted an entire flat of it in that spot!!!
Go figure.
